Arsene Wenger has hit out at Premier League loan rules that forbid players like Romelu Lukaku from appearing against their parent clubs. The Arsenal manager said: 'Once you are on loan, it should be a transfer - you play for the club. Wenger, speaking at a press conference to mark Arsenal's support for the Teenage Cancer Trust Unit, claimed there was no consultation with managers when the clause was inserted by the Premier League and pointed out that Francis Jeffers helped Everton to a 1-1 draw against Arsenal when he was on loan during the 2003-04 season. 'When I arrived you could decide when you loan the player, can he play against you or not?' he said.
